Android starts as one Base product from Google, Then is it is Hacked/Modified/Bastardised by every individual manufacturer to match their own particular hardware requirements and seeming Cultural peculiarities. I believe even Google's own products use a varient not true Raw type. It requires much more testing and coding to create a stable reliable constatant usability interface across the whole Android spectrum AvPlan explained this in their early days so to explain the seemingly Biased development
