ADSB rebate question

Long shot I'm sure. But here goes.

So if I'm building a VH Experimental this year am I entitled to any free government money. Sounds to good to be true ?

Needs to be installed and signed off and includes rego marks etc.

Signed off. I take it that means completed and flying. I see 883 days left on the rebate. I can register for a rego number while building I believe.

I intend to upgrade my transponder to ADSB in/out along with a few other things but I want to see this plane registered first.
