Nev Sure did - in 1952 over 200mph, designed and built by Ray Stits (Stits Polyfibre) to be the world's smallest plane, which it was for a while, then its pilot Robert Starr built a smaller one the Bumblebee - 1

( I've actually heard it described as nothing more than a streamlined ENGINE with SOME lift and directional control ! ! ! ! ! ! ! ! )
