Yes, however it is relying on the other aircraft's adsb transponder being picked up by a ground reciever and that data then sent back to your aircraft by the mobile network. Could be patchy or non existent. (This is the way a government might do something) Having an adsb transponder and a absb reciever in your aircraft will ensure you will see and be seen by ALL nearby aircraft that are so equipped. As Thruster88 said it uses ground based receivers then sends data to your iPad via the internet. Data may be incomplete and is a little behind. I would disable internet based traffic when in the air if OzRunways lets you do this. I believe OzRunways includes locations of other OzRunways users based on their internet iPad sent position (even if they have no ADS-B). Delayed data can cause problems of its own and I believe the negatives outway the positives. 1
