If the cupcake is anything like my wife's cooking I can well understand the reasoning. (For the ultrasensitive, and so there is no confusion, this is an attempt at humour)

It says that because the Cup cake was in a container with icing on top. It goes against their security laws as it could be mistaken for explosive gel.Thats it in a nut shell.There is a bit more than that, its a whole page.But close enough

I believe there are a few 'cup cakes' on this forum who wouldn't be allowed on an aeroplane either.
