Have a look in ERSA. There is a seaplane lane from the Sydney Heads to Parramatta at 1000 feet, that is (like CTAF) pilot-managed, not ATC managed. There is no law against landing in the harbour or the river.

almost..... the seaplane lane in sydney harbour is still restricted airspace, so for an RA Aus aircraft to fly in the seaplane lane an exemption from the cao's is required from casa.
