Using an imported radio locally

Guys, need your advise... an uncle is visiting from the US and he is bringing his old Icom A14 transceiver to listen (only) to the local airfield chatter. are there any rules against using an imported radio?

Bought an icom A4 out of the states recently. Great radio, works a treat, using it as a backup for my in plane radio. Frequencies correct.

you could even use it to transmit if the frequencies are correct

Only if you hold a flight radio licence.

Here is a question. the manifest at our local drop zone has decided to get a radio as the primary means of communication after the new gung ho pilot blasted off with only half his load. How can we get the person legal to operate it.
