YABA Albany WA Runway 05/23 Now Usable

After nearly 9 economically painful months without a serviceable runway 05/23 - Albany has just re-opened this runway - but it has been shortened considerably. Only the SW end is usable - for 650m - with a displaced threshold just east of the runway intersection. Taxiway B is usable, and the runway can also be used as an entry/exit from the main 14/32 runway.
