Richmond GA Route - Are RAAus allowed through there?

hi guys is this allowable....I presume not, but i think ive been wrong before

 

24 rego aircraft with radio and transponder

Yes you can as long as the restricted areas are not active, the CTA Step is 4500ft, therefore at that level or below is legal & the Richmond TWR is closed, ie it's a CTAF.
