Are all homebuilts experimental?

Just when I thought I was starting to understand the rules and regs around homebuilts, I came across this ad. I thought all homebuilts were classed as experimental???

 

I can just picture Bob and Dafydd shaking their heads in frustration as they read this.....sorry....
