The expansion of the burning gas seals the bead then you can inflate it with air. The only other way to do it is to wrap a chain or similar around the tire then tighten it forcing the tire bead out to the rim.

But it's hissing, doesn't that indicate it's already sealed and pressurized? Residual pressure I guess. Bloody cleaver all the same.
